Are you trying to access MMS://external.address from local network? If yes, you need to add one more rule (see below) Also, two more suggestions 1) use core instead of any as destination interface 2) don't map all_services, define protocol/port range and make portmapping rules only for this services...

Make IP4Group dc_nets = vlan1_net + vlan3_net and use it as Remote network into SG51's IPsec
Use similar network group to SAG3000 at DC as Local network

Routes will be created automatically or make it similar with vlan1_net

Don't forget to make Allow IP rules on both sides

It's not possible by appliance, but you can setup your main web server for virtual server - forward requests to second one

Reconfiguration is just delays traffic - you can start ping -t thru router and see its output
Regarding tunnels, all changed or affected tunnels will be re-established during activation

If you have real problem, please describe it in details to test it
